Weston HOA Trash Can Cleaning: One Contract for Every Cart in the Village

Weston HOA trash can cleaning: what the city code already asks of every cart, and how a village association puts all its carts on one cleaning schedule.

Business & rentals5 min read

Weston HOA trash can cleaning works best as one community contract: the association hires a service to wash every home's cart at the curb on the village's collection day, after the Republic Services truck has emptied it, priced per cart and billed to the association. In Weston it fits the city's own rules, because the code already turns nearly every cart into a garage cart.

What does the City of Weston require of residential trash carts?

The City of Weston requires every home to use the city-issued cart, set it out on a schedule and hide it between pickups. Chapter 110 of the Weston code says household waste goes in bags inside the city cart, and that the cart may not go out before 6:00 p.m. the evening before collection.

The same section, last amended in November 2024, sets the rest:

  • Back by 9:00 p.m. A garbage cart has to be stored again by 9:00 p.m. on collection day. The recycling cart has an earlier deadline, 8:00 p.m. (§110.03).
  • Out of sight. Between pickups a cart must be shielded from view of the street and of the house next door, by landscaping, by screening, or inside an enclosed garage.
  • Placed properly. At the curb it sits within two feet of the edge, handle toward the curb, three feet clear of trees, mailboxes and parked cars.

Nothing in Chapter 110 says anything about cleaning the cart. Republic Services collects garbage twice a week under the city's contract; the truck tips the cart and sets it back down, and the inside stays exactly as it was.

Why do Weston villages need community-wide trash can cleaning?

Weston villages need community-wide trash can cleaning because a city rule that hides every cart also hides the problem. A cart kept in a closed garage never dries in the sun, so each week's residue lands on a surface still damp from the last one, and the smell builds where the family parks the car.

Weston is a city of associations. The city keeps an annual registration list of every homeowners' association, with the management company behind each one. Some of them are large: the Weston Hills association describes itself as 2,133 single-family homes under a master association and six sub-associations.

In a community that size, a cleaning schedule left to each owner simply does not happen evenly. One neglected cart on a street is enough to bring flies to the whole row on collection morning, and nobody on the board can tell an owner to scrub a cart that the code says must be kept out of sight.

Can a Weston HOA hire one company to clean every resident's cart?

Yes. A Weston homeowners' or village association can contract The BinFather for the whole community, so every home's cart is cleaned on the same schedule. We work at the curb on the village's collection day, once the Republic Services truck has emptied the carts, and residents do not need to be home.

  1. 01One agreement, one invoice. The price is per cart for the whole community and is billed to the association, not to each owner.
  2. 02One route day. Homes along a Weston street share the same two garbage days, so a village can be done in one visit rather than house by house.
  3. 03One gate arrangement. In a guard-gated village, the association puts us on the vendor list once, and the guardhouse lets the truck or trailer through on the community's day.
  4. 04Nothing drawn from the property. We bring our own heated water. The dirty water goes into a collection tank on our truck or trailer — nothing is left on your property.

Owners in a village without a contract can still book their own carts on our household plans, which are listed on the pricing page.

What should a Weston board check before setting up community cart cleaning?

A Weston board should check its documents, its cart count, its collection days and its condo buildings before setting up community cart cleaning. Those four answers decide the price and the schedule.

  1. 01The governing documents. Search the declaration for "refuse", "receptacle" and "common expense". Our guide to HOA trash bin rules in Florida covers the usual wording.
  2. 02The number of carts. The city issues each home its garbage and recycling carts, and some households have more than one. The count is what the price is built on.
  3. 03The collection days. Villages in Weston do not all share the same days, and the city redrew every route on June 3, 2024. The Solid Waste Collection Schedule map shows the current days for any address.
  4. 04The buildings. On the city's collection map, many condo and apartment areas are marked as dumpster service handled by the property manager. Those are cleaned as trash rooms, dumpsters and dumpster pads under our commercial and HOA cleaning service, on the same schedule as the carts if the community has both.

Does cleaning the carts matter for Weston's lakes and wildlife?

Cleaning the carts matters in Weston because the city is built around water. By the city's count, more than 2,000 catch basins feed 2,214 acres of lakes and canals, and its stormwater page puts the rule in four words: only rain down the drain.

That is the reason the wash water leaves with us instead of running into the swale. It is also why a clean cart helps with wildlife: the city's recycling guidance warns that food residue draws rats and other pests, and a cart with no residue baked onto the plastic gives them, and the raccoons along the canals, far less reason to visit. Our Weston page covers the same ground for individual homes.

The short version

  • Weston's code already requires every cart to be put away by 9:00 p.m. and kept out of sight, which in practice means the garage.
  • A cart that lives in the garage smells in the garage, and owners rarely clean it on their own.
  • One community contract covers every cart on the village's collection day, priced per cart and billed to the association.
  • The wash water goes into a tank on our truck or trailer, never into Weston's drains.
